India and Cyprus Elevate Bilateral Relations to Strategic Partnership, Sign Key Agreements on Defence, Cybersecurity and Maritime Cooperation
India and Cyprus elevated their bilateral ties to a Strategic Partnership after high-level talks between Prime Minister Narendra Modi and President Nikos Christodoulides in New Delhi. The two nations signed six major agreements covering defence, cybersecurity, education, culture, innovation and maritime cooperation while unveiling new strategic and economic initiatives.
The development marks a significant expansion in ties between the two countries, with both sides committing to deeper collaboration across security, technology, diplomacy and economic sectors. The agreements signed during the meeting reflected a broad-based effort to strengthen institutional engagement and strategic coordination.
Among the major agreements signed was a Memorandum of Understanding for the establishment of a Joint Working Group on counter-terrorism, underlining the increasing focus on security and intelligence cooperation between India and Cyprus. Another agreement was concluded between India’s Sushma Swaraj Institute of Foreign Service and the Diplomatic Academy of Cyprus to enhance cooperation in diplomatic training and professional exchange.
The two countries also signed a Memorandum of Understanding on innovation and technology between Cyprus’s Deputy Ministry of Research, Innovation and Digital Policy and India’s Ministry of Electronics and Information Technology. In another major step towards operational coordination, a technical arrangement was finalised for cooperation on search and rescue operations between the Larnaca Joint Rescue Coordination Center of Cyprus and India’s Ministry of Defence.
In the education sector, India and Cyprus signed an agreement aimed at strengthening cooperation in higher education and research. Another cultural cooperation agreement covering the period from 2026 to 2030 was also signed to promote closer cultural engagement and exchanges between the two nations.
Alongside the agreements, both countries unveiled several strategic initiatives designed to deepen long-term cooperation. These included a comprehensive roadmap for defence cooperation from 2026 to 2031 and the creation of dedicated Cyber Security and Consular Dialogues to improve coordination in critical sectors.
In a significant geopolitical move, Cyprus announced its decision to join the Indo-Pacific Oceans Initiative under the pillar focused on trade, connectivity and maritime transport. The move signals stronger alignment with India’s Indo-Pacific strategy and growing maritime cooperation between the two countries.
Further strengthening bilateral engagement, India announced that it would gift a Bharat Health Initiative for Sahyog Hita & Maitri Cube to Cyprus as part of healthcare and humanitarian cooperation efforts. Both countries also declared that the first-ever India-Cyprus Space Day would be celebrated on May 18, 2026, highlighting expanding cooperation in the space sector.
Economic cooperation also received a major push during the discussions, with the Cypriot side announcing its intention to establish a Cyprus Trade Center in Mumbai to enhance trade and investment ties between the two countries.
The elevation of India-Cyprus relations to a Strategic Partnership signals a major diplomatic and strategic milestone, reflecting the growing convergence between the two nations on security, technology, maritime cooperation, economic engagement and global connectivity initiatives.
